哈爾濱國際機場是輻射東北亞、連通美歐的重要樞紐門戶，被列入國家十三五規(guī)劃7個新增國際航空樞紐之一。目前有47家國內(nèi)外航空公司在哈爾濱機場運營，開通國際國內(nèi)航線253條，通航城市109個，初步形成以哈爾濱為中心，輻射國內(nèi)重要城市，連接俄羅斯、日本、韓國等周邊國家的空中交通網(wǎng)絡(luò)。2018年哈爾濱國際機場旅客吞吐量突破兩千萬人次，連續(xù)三年東北地區(qū)排名第一。2018年7月，黑龍江省政府與中國民航總局共同印發(fā)《哈爾濱國際航空樞紐戰(zhàn)略規(guī)劃》，國家新近批準的黑龍江自由貿(mào)易試驗區(qū)實施方案將哈爾濱臨空經(jīng)濟區(qū)作為聯(lián)動區(qū)，享受自貿(mào)區(qū)先行先試政策，國際航空樞紐進入快速發(fā)展階段。

Harbin International Airport is an important hub and gateway to radiating Northeast Asia and connecting America and Europe, has been listed as one of 7 new international airline hubs in China’s 13th five-year plan. Currently, there are 47 domestic and foreign airlines operating in Harbin Airport, 253 domestic and international air lines are opened for air traffic between 109 cities. An air traffic network which is centered at Harbin and radiating to important cities in China as well as connecting Russia, Japan, Korea and other neighbouring countries is preliminarily formed. In 2018, passenger throughout of Harbin International Airport exceeded 20 million person-times. The airport has been ranked at First in Northeast China in three consecutive years. In July, 2018, a Strategic plan for Harbin International Airline Hub was printed and distributed jointly by Heilongjiang provincial government and CAAC, the Implementation plan of pilot FTA (free trade area) in Heilongjiang recently approved by national administration takes Harbin Airport economic zone as a linkage zone, and provides her with pilot and experimental policies for FTAs, this international airline hub enters into its stage of fast development.

哈爾濱臨空經(jīng)濟區(qū)緊鄰機場，距離主城區(qū)30公里，規(guī)劃面積170平方公里。規(guī)劃建設(shè)期為2019—2035年?？臻g規(guī)劃“一核兩區(qū)四園”，“一核”即產(chǎn)業(yè)核心區(qū)；“兩區(qū)”即航空維修區(qū)、航空食品區(qū)；“四園”即航空物流園、航空制造園、臨空產(chǎn)業(yè)園、跨境電商園。近期重點發(fā)展航空物流業(yè)、航空服務(wù)業(yè)、航空制造業(yè)，構(gòu)建以航空物流產(chǎn)業(yè)為驅(qū)動、航空關(guān)聯(lián)產(chǎn)業(yè)為支撐的臨空產(chǎn)業(yè)體系。目前，臨空經(jīng)濟區(qū)已完成起步區(qū)一期基礎(chǔ)配套，中龍大飛機拆解基地、中郵航空郵件處理中心、空港跨境電商園等三家企業(yè)已先期入駐，已經(jīng)與多家物流企業(yè)達成投資意向，初步形成物流產(chǎn)業(yè)集聚，臨空經(jīng)濟區(qū)進入發(fā)展快車道。

Harbin airport economic zone is adjacent to airport, 30km away from the downtown, has a planned area of 170km2.Its planned construction period is 2019 - 2035. Its spatial planning is composed of “one core, two areas and four park”, “one core”refers to an core area of industry; “two areas” refer to an aircraft maintenance area and aninflight meal area; “four parks” refer to an aviation logistics park, an aeronautical manufacturing park, an airport industrial park and a cross-border e-commerce park. Development in the near future is focused on aviation logistics industry, aviation service industry and aeronautical manufacturing industry, as well as establishment of an airport industrial system which is driven by aviation logistics industry and supported by industries related to aviation. Currently, the airport economic zone has completed supporting infrastructure at Phase I of starting area, three enterprises of Zhonglong disassembly base for big airplanes, China Post air mail handing center and Airport cross-border e-commerce park have entered in advance.Investment intentions were concluded with many logistics enterprises, a preliminary industrial agglomerationof logistics is formed, the Airport economic zone has entered into the fast lane of development.
